Please can some one advise me

I have an R reg, 2lt, 8 valve Renault Laguna which according to the temp gauge is overheating more often than not.

if i am driving in town or traffic the gauge goes way up in the red but the car does not seem to overheat. Also sometimes when i brake the gauge goes up. It also goes up if i turn the heaters on.

I thought it must be the guage so i let the car get hot and felt the rad hoses. The bottom one is always cold, it never gets hot - is this right

The bottom hose shouldnt always be cold, this is a sign of lack of coolant circulation, There are a few possible causes for this from something as simple as an airlock to a blocked radiator, stuck thermostat, faulty water pump impeller.
I would get this checked in case it eventually blows the head gasket or at the minimum blow a hose off.
