Diesel pump on synergie?

My 1998 Citroen Synergie has been running with less power for a while now, a garage said it might be the diesel pump but they are horrendously expensive. At first it was hard to start and made a clicking noise so I disconnected the electrical contact above what I think is the fuel pump and it was better, then after a few motnhs it got worse so I reconnected it (odd I know) but it was better again although still doesnt have as much power. Occasionally there is a big puff of black smoke but then its ok again? It all started when we had a new fuel filter and exhaust fitted, the filter was swopped in case it was dodgy. It runs ok but it has a definate lack of power. do they have relays for the fuel pump or can/does a fuel pump need bleeding at all?
Any help would be great.
