Nokia cant accept calls or make them.

I rang 02 and they sent me a new one. the phone does everything it sould do but ring out or ring in.It will go on the internet. I have spoke to 02 who say they have not locked the phone anyone got any ideas? Have taken it to someone to unlock but they say it is barred is this possible and why do 02 not know this? Sorry it is a 6280 model
