Heater continually blowing warm

Makes no difference where the temperature control in turned to, warm air comes through. Is it possible for the control valve to stick open, or is it more likely the control unit is knackered. Or is there another possibility. One thought I had was that if i remove the power from the valve it should close and the air go cold. If so then it mus be the control sending hot permanently, will that work? Any advice appreciated. Thanks
