Xantia Cooling fans not working A/c does not seem to work either

Cooling fans do not come on even with the engine nearing 110 degrees - can only survive in traffic with heater on max heat, full blast - making a very hot interior! A/C switch does not light up when pressed and does not give any cold air, no sound of it operating. The Airflow into the car sounds blocked somewhere - output from vents not very strong even on max flow. I've just bought it and the previous owner said the heating blower didn't work when she bought it but has had it fixed. Are all these things connected in some way? I've read the articles on the cooling fan fixing and A/c probs. I don't have my Haynes manual for the car right now - Can anyone shed some light on the problem or problems Citroens - don't you just love them! lol
