1996 IS THE YEAR IT HAS A CASCADE WATER HEATER,A WHALE PUMP OUTSIDE WITH A ON BOARD WATER TANK. IT JUST WONT PUMP WATER FROM OUTSIDE IN TO THE ON BOARD TANK?YOU CAN HEAR THE PUMP RUNNING MANY THANKS PAUL

Other than that, I'd remove the pipe from the other side of the pump inlet and see if water is getting this far, could be a non-return valve sticking in the pipe connection stem?. If this does not find the fault then the rest is following the pipe to find any blockage.
