My Rover 200 97 model started to not start each time it was very cold outside.The engine just turns and turns but no turning over.I got ht leads replaced but still no luck.It turned over once but then problem is back again.I have taken it to a mechanic and he is telling me that i must buy a new fuel pump but when i try to start it i can hear thr fuel pump working to pump the fuel so he doesnt seem to know whats wrong with it please help.Like i said when the weather is warm is starts ok.H e also said the was water in the bottom of the tank,how can that be?

The most common fault causing this problem is the temperature sensor. It is easy to replace & is only about £8.00. It is the two wire sensor that supples the ecu. The other poss issue is the rotor arm. It has a resistor in it that goes high so replace that also. How old are the spark plugs, if you dont know then replace them. A cold engine needs a lot of fuel & a good spark so get them right & you should be in business

My spark plugs were changed were recently so they are all new.We noticed that when we crank it in the cold the is no spark coming from the leads when you tap them against the engine block so ok we will check the temperature sensor and will get back to ya.Do you know by any chance where the temperature sensor is located?

You need a spark that will jump around half an inch!! if it doesn't do this then the coil, rotor arm & dis cap are suspect. This would give you a crack of a blue spark at the plug. A fiz of an orange spark is no good. As I said before replace the rotor arm anyway. There are two temp senders. You need to find the sender with two wires connected to it. It will be in the inlet manifold or where the top radiator hose meets the engine.
