My ZX 1.4 battles to start when cold

Hi, I am looking for some information, on what to look for. I have got a 1998 citroen ZX 1.4 5 dr, it is a M reg, the engine is a KDX model with a single point injection. (petrol)
At the moment when it is cold the engine really battles to fire, even if I pump the accelerator. I have just put in new spark plugs. Once the engine has fired, it starts perfectly. But as soon as the egine cools down and the car is switched off for about 5 hours, then it struggles to start again.

Would the vacuum switch on the air cleaner be part of the problem?
