I assume you have tested the electrical supply to the heater plugs?
therefore I suggest you check the fuel system for air leaks.

Diesel pumps are designed for pumping liquid, but really struggle with air.
At same time check the non return valve, to make sure the fuel is not draining back to thewards the tank.
