citroen ax 1.5 diesel starting problem

I have replaced the glow plugs, alternator and alternator drive belt and also put in a brand new battery, all of which to no avail. When trying to start the car it turns and turns, but will not fire. I keep doing this until the battery starts dying, then I have to use jump leads, whereby it turns over a few times and usually starts on the 3rd or 4th attempt. I have tried turning the key and heating the glow plugs 5-6 times before trying to start the engine again, this OCCASSIONALLY works. Any suggestions would be gratefully accepted. Citroen garage quoted me an extortionate £64.99 plus VAT for a diagnostic!!!!

next time you go to start car, before you do so, try priming the fuel system (like you do when after changing the fuel filter) then switch on and try to start as normal. I suspect that the fuel is draining back from the pump, either there is air entering the fuel system or the non return valve has failed. The excessive cranking is because the pump is designed to pump fuel, but they find it very difficult to pump air. Al
