citroen c5 fan blower

I have a problem with a fan blower. when i start the engine it shows on a display that fan is working and after about 10 second in going blind and the eco button doesnt work. I checked fuses and they are ok. Can anybody help me? for the first few seconds next to the temperature numbers small dots are flashing and then they dissapear. Peter
