Hi BIGCHAP,
Are you using XP?
if so then it sounds like you have a virus.
Make sure you have a good anti-virus program and I would also have a firewall.
Also be sure to allow windows updates.

Regards

Usually any file with a .tmp extendsion is a temporary file that was created when you have installed a new program or upgraded existing program. It may have been renamed as rb8 it sounds like the program that has been recently installed has called the file (rb) for Recycle Bin (.tmp) for temporary. If you keep getting them, it is likely that a program is re-instaling itself each time you reboot, eg something is auto-running at statup. Make sure you have a copy of FireFox, un-install FireFox, re-install FireFox. Configure FireFox as >Tools>Options>Advanced>Update :- Uncheck all the boxes that say "Automatically check for Updates". Have a look at all of the other options in FireFox tools and configure them exactley how you want it to Behave, eg in this case >Tools>Options>Content> :-Check "Block PopUP Windows", also in the same box :- Enable javascript choose AdvancedButton :- Uncheck all of the Options for Javascript to allow changes. In general you should always configure any "Web Browser" to behave how you want it to by looking at all the settings in >Tools>Options.

If you have an xp pro disc or if you can borrow one, do a complete format and reinstall of windows.
You can download a working serial number from mininova, just download the torrent and serial text and ignore the rest, it takes about a minute to download.

just thought i would throw this in the mix, if you dont have any anti- spyware, anti-virus, anti-adware, these can be downloaded free,
free avg 8.5, free adaware, free spybot, free zonealarm, there are loads out there, but some wont work together, but these do
there might be better free one's, maybe the guy's will say which one's

i used to have symantec/norton, but it's so big it may slow your computer down anyway, and it doesnt like working with other anti-virus software

It sounds like you have NetGuard installed. This is supplied by Virgin Media.
It generates these files each time you shut Windows down.
Nothing to worry about. Just empty your recycle bin regularly.

lol sorry but afew of these posts make me laugh. they all say AHHHH YOU HAVE A VIRUS! well gladly you dont... if all the folders in the recycling bin say .tmp then it means its a tempuary file that has no need to be on the system any more and would be better of deleted hence forth the move to the recycling bin, and your firefox pop-up blocker is not enough by itself to block all pop-ups try downloading avg free edition or buy a decent pop-up blocked/anti-virus these will stop the annoying pop-ups and as for your computer running slow do this

ctrl+alt+del then go onto proccesses you will see a list of programs and at the top you will see something called the CPU check down that long list to see what is running your cpu so high re-search that program on google and if it is a virus or anything that shouldnt be there just simply click on it and end program click yes to the pop-up and viola

all your problems sorted

*EDIT* just thought to say the person who mentioned these files being from virgin is also correct they are temp cache's that are deleted every time virgin media update there anti-virus nothing to worry about =] *EDIT*
