Citroen xantia diesel temperature gauge

Have just bought a '97 Xantia 1.9 TD, and since a recent oil service, the temp gauge has started to move up and down in stop start traffic ( it always used to stay still all the time under half !). No oil leaks or contamination in coolant, but have noticed coolant in expansion tank looks just like pure water. Car runs and starts well but seems a little sluggish on acceleration. Should the temp gauge on these diesel xantias move or stay still? Can anyone help?! Thanks in advance!
