does a piaggio zip 125cc come resrticted. if so where are the resrictions on the bike.

You didn't say what top end speed your getting so I wouldn't be sure if your 125 is restricted. However if you think it could be then use this link for de-restricting, http://www.gilerarunner.8m.com/derestricting.htm it's a Gilera 50 but most peds are de-tuned the same.

it goes 60 mph and 65 down hill

That top end speed sounds normal for a de-restricted moped, if it was an rs125 Aprilla motorbike than I'd be scratching my head.
If you're still not happy with the performance then get the spanners out & check the variator, You could fit a race exhaust also.
