Carver Cascade electric problem

Carver Cascade electric problem

The Carver heater in my horsebox leaked like a sieve when we bought it. My husband took it out and renewed the o rings. We put it back and its not leaking but when we switch it on its not working. We don't get any lights on the wall switch. He has tested the 12 v wire with a meter and that is live. What should we try next?
