ford KA stall

what happens is that when you have stopped and you start to get going again, if you apply the throttle as you would normally the car wants to stall, as if its not getting enough revs. i think it could be that the fuel filter needs replacing but the car will get to 70 with out a struggle. the idle does sound quite low but i'm not all that sure. is there any suggestions to what it could be? or is it a common problem? thanks
