DAMSEL IN DISTRESS WITH HER WHEELS!!!

I've got a Ford Focus C-Max and althought it's not the prettiest car in the world it does have a nice set of alloys. About 3 weeks ago I took it into National Tyres and they said that the car needed 4 new discs, 4 new sets of pads and 2 new tyres (I would at this point like to point out that this car did belong to my other half - a cab driver no less!!!) Over the last 2 weeks I've noticed a rather disturbing rubbing / cyclic grinding noise coming from the front driver side wheel. This noise comes on whether driving straight or going round corners. The bizarre thing is that it only happens at certain speeds (usually less than 25 miles an hour, occasionally at 30 but never above that). I've had it into garages as my first suspicion was wheel bearings, but they've all said that it's not them it's just the fact that they discs and pads are bust. I'm not totally convinced it's this. Any advice you guys could give would be appreciated as I'm absolutely brickin' it driving my car.
