Fan airflow controls broken?? - mk1 Xsara

For some reason the dial that diverts the fan air-flow between the windcreen/face/feet etc makes no changes when its rotated. the air comes straight out the vents on the dash only. So its virtualy impossible to demist the windscreen. there is resistance when you turn the dial and you can hear something trying to happen in the dash, but where ever you leave the dial nothing changes.

any ideas??
