Rover 75 Over revving

I have a rover 75 1.8 petrol ( v reg ). It has just had a replacement head along with all necessary gaskets, water pump, coils,air filter (this was done by a mechanic to the tune of 720 quid), now the problem is this: It starts and runs fine initially, apart from hanging the revs slightly and then hovering around 1100 rpm. The real problem gets noticed after doing a few miles. It refuses to drop its revs below 3000 rpm. It can almost drive its self along. If I press the clutch whilst driving the the revs go to 3000 rpm! I had to do 30 miles with it like this yesterday on my way home from Weymouth, pulled up outside home and it just sat there revving. On the way to Weymouth, it did the same thing for around 15 miles then righted its self back to 'normal'. Also it gave a return of about 22 mpg @average speed of 50-60mph. Any ideas??
As for the judder....no I havent had that as of yet...and hoping I dont! Apart from this revving issue and its excessive fuel consumption, the car seems fine.
